GetStepLogs

/uplim.api.v1.PipelineAdminService/GetStepLogs

Mints a short-lived presigned GET URL for a step's persisted log object (the JSONL stream the side-car uploaded via FinaliseStepLogs). UI's run-detail logs panel fetches this URL + streams JSONL into its viewer.
