Request meta upload (internal)

POST
/uplim.api.v1.InternalUploadsService/RequestMetaUpload

Creates presigned upload URLs for meta uploads such as thumbnails, archive trees, and AI content. Authenticated by the in-band update_token; no Bearer required.
