Validate an OAuth client for integration

/uplim.api.v1.IntegrationAdminService/ValidateIntegrationClient

Checks the OAuth client is configured correctly for upl integration.

Validate the client for registration under this owner. In team scope the client must belong to an auth application that team owns, and the caller must hold the upl admin role there. Omitted or personal: the caller must own the client, as before.
